Mr. Kaleb Udui Jr.
President and Ex Officio Member

Mr. Udui was appointed President of the Bank in January 2004. He holds a MBA from the University of Hawaii and a B.B.A. degree in Finance and Economics from the University of Guam. He worked 8 years for Palau’s Ministry of Finance in budget, finance, and taxation and spent another 4 years in business banking with the Bank of Hawaii’s Koror Branch prior to joining the National Development Bank of Palau. He has been the Receiver for the second largest Bank in Palau since 2007. He is a charter member of Palau’s Banking Supervisor and serves on other civic and community Boards including the National Scholarship Board, Palau Conservation Society, and Rotary Club of Palau.

Mr. Ringsang Rechirei
Chairman

Mr. Rechirei was first appointed to the Board in July 2005. He is presently Palau’s Director of Human Resources Development Bureau after serving for 10 years in various retail section management capacities for the Bank of Hawaii in the region. Mr. Rechirei holds his Master of International Business Administration and Bachelor of Science in Business Management from the United States International University, San Diego, California.

Mr. Noriwo K. Ubedei
Vice Chairman

Mr. Ubedei was first appointed to the Board in April 2001. He retired from distinguished public service in 2004 where he last served as General Manager of the Palau Public Utilities Corporation. Mr. Ubedei was Palau’s Washington Liaison Officer in Washington D.C. for 6 years and also served as a Special Consultant to Congress on the Treaty with the United States referred to as the Compact of Free Association. He also served as the Administrator of Palau’s Social Security Administration and in various administrator roles in regional educational institutions. Mr. Ubedei holds a Master of Science in Education from the Kearney State College in Kearney, Nebraska.

Ms. Carol Ngiraidis
Secretary/ Treasurer

Ms. Ngiraidis was first appointed to the Board in July 2005. She serves as the Assistant General Manager/Financial Comptroller for Morita Corp Palau, Inc., Palau Airport Services, and Dolphins Pacific. She has 10-years audit field experience in a wide range of businesses and industries throughout the region. Her previous positions were Management in a Communications Company. She holds a Bachelors of Business Administration with an emphasis in accounting from Chaminade University in Honolulu, Hawaii.

Mr. Marino Rechesengel
Member

Mr. Rechesengel was appointed to the Board in September and began service in October 2009. He currently serves as the Director of the Bureau of the National Treasury for the Republic. He has extensive experience with the Ministry of Finance and Treasury Operations.

Mr. Franco Gibbons Jr.
Member

Mr. Gibbons graduated from the University of Hawaii in 1998 with his Bachelor’s of Arts in Business Administration. He is the General Manager for his father’s retail company in Palau’s Central Business District. He was appointed to the Board in February 2009.

Ms. Apollonia Ngirchechol
Member

Ms. Ngirchechol is considered the Board's community and small business representative. She runs a car dealership and a small farm. She was appointed to the Board in February 2009.
